An incinerator for medical waste was going to be built within 50 meters of the company. The company, which uses underground water for its manufacturing, was concerned that the planned incinerator would contaminate the underground water and emit bad odors, risking serious damage to the company’s business.

Moreover, many manufacturing companies and about 600 households were located near the planned site for the incinerator, making the area inappropriate for locating an incinerator for medical waste. This site had originally been approved for manufacturing recycled non-metal processed material, but the plan for building an incinerator had been advanced without seeking approval for the change of land category.

Request from the Company:

Building an incinerator for medical waste within such close proximity to the company would cause fatal damage to the company. Moreover, a number of companies and a town comprising 600 households that were located within 500m of the planned incinerator would be affected by toxic gases released from the incinerator, such as Dioxin, Arsenic, Mercury, Hydrogen Chloride, etc. The incinerator should therefore be built far from the residential area and the company’s premises.

Despite the fact that the site for the incinerator had been approved for building a plant manufacturing recycled non-metal processed material on May 21, 2002, the competent authority allowed the incinerator on the site without necessary process. The decision that would have allowed an infective waste incinerator on the site was in conflict with the laws and regulations. The company thus asked the local environmental office to review this case.

Resolution and Results
W Regional Environmental Office studied documentation related to the restrictions on discharging facilities and conducted a field inspection and technical research. On Sept. 15, 2003, the office prohibited the construction of the incinerator on the planned site.
